Los Angeles requires buildings of 20,000 sq ft and up to benchmark energy and water every year and complete an audit or retro-commissioning every five. We gather the utility data, file with the city, track every deadline, and coordinate the five-year audit with a licensed engineer.
Report the prior calendar year's energy and water use through ENERGY STAR Portfolio Manager, register the building and pay the city fee by June 1. A report filed without the fee still shows as not complied.
An ASHRAE Level II audit or a retro-commissioning study, supervised and signed by a California-licensed engineer or architect, due Dec 1 of your building's year. Owners don't have to carry out the findings.
A $202 non-compliance fee, 250% more if unpaid after 30 days, and a status anyone can look up. Paying the fee doesn't make the building compliant.
City filing fees are passed through at cost.
| Plan | What's included | Price |
|---|---|---|
| Annual Compliance | Utility-data requests to LADWP and SoCalGas, Portfolio Manager setup, city registration and filing by June 1, a one-page results summary, and tracking of your audit year | $395 / building / yr |
| Portfolio | Annual Compliance for owners and managers with five or more buildings | $295 / building / yr |
| Catch-up | For a building that missed a filing: back-file the missing year, clear the city notice, then continue on Annual | $595 first year |
| Status Fix | Report filed but the building still shows not complied, usually an unpaid registration. We register, pay and confirm the status changes | $195 |
| Audit Year | Our engineering partner performs the audit or retro-commissioning and signs the declaration; we collect the data, schedule, register and file | Partner quote + $1,500 |
Audits and retro-commissioning are performed under the supervision of, and signed by, a California-licensed engineering partner.
A short agreement and the utility forms that let us request whole-building data for you.
LADWP electric and water and SoCalGas gas flow into Portfolio Manager. LADWP takes four to six weeks, so we request it by March 1.
A one-page summary of your ENERGY STAR score and energy use, and whether you qualify for an audit exemption.
Registration, fee and submission by June 1, then a check that the city shows the building as complied.
Privately owned buildings of 20,000 sq ft or more, and City-owned buildings of 7,500 sq ft or more, are covered. One- and two-family homes are excluded. The deadline check above tells you, and the LADBS lookup shows your building's official status.
It's the 12-digit number in Box 2 of the Notice to Comply the city mails each December. Send us the address and we'll find it.
Possibly. ENERGY STAR certification in the due year or two of the three prior years, or a 15% drop in weather-normalized source energy use over five years, are among the exemptions. We check this for every client before booking an audit.
Los Angeles is an exempted local program, and from 2026 the State no longer accepts separate reports from buildings covered by EBEWE. The California Energy Commission still mails notices to some large buildings, so send us any you receive and we'll confirm.
No. Catch-up files the missing year and gets the building back to complied. The fee doesn't go away by paying it alone, so filing is still required.
Include the address or Building ID, and we'll reply with its status, its deadlines and a price.
